For over a decade, the Council has used a bespoke competitiveness framework (“the competitiveness pyramid”) to describe the multifaceted and interlinked dimensions of competitiveness, with a particular focus on how competitiveness issues impact upon Ireland as a small, open economy.

To ensure that the NCC remains an effective and authoritative voice advocating for competitiveness enhancement, the Council commissioned research to examine our competitiveness definitions and framework. This work was carried out for the Council by Dr Christian Ketels, Principal Associate at the Institute for Strategy and Competitiveness at Harvard Business School. In addition to Dr Ketels' analysis, the Council is also seeking submissions regarding the continued evolution of its competitiveness framework. In particular, the Council is interested in views as to the strengths and weaknesses of its current approach, and inputs on factors not captured in the existing framework.
